En los últimos años las energías renovables han tenido un progresivo protagonismo en la generación de electricidad en el mundo motivado, entre otras causas, por la creciente conciencia sobre la irreversibilidad del cambio climático producido por las emisiones de gases de efecto invernadero. La energía solar fotovoltaica, centralizada o distribuida, se destaca a nivel global por su rápido crecimiento, las múltiples aplicaciones gracias a su modularidad, y por haber alcanzado costos competitivos con las tecnologías convencionales de generación de energía eléctrica. Dada la gran extensión territorial de la Argentina y el consumo eléctrico concentrado en los centros urbanos, la utilización masiva de generación fotovoltaica distribuida contribuirá al uso eficiente de la energía y disminuir la utilización de combustibles fósiles. Se presenta en este artículo el estado de desarrollo de la generación fotovoltaica distribuida en el país, en lo referido a legislación, regulaciones, normativa técnica y potencia instalada, tanto a nivel del Estado Nacional como de los Estados Provinciales. Se analizan los casos de las provincias más importantes en dicho segmento de aplicación y la Ley 27.424/17, “Régimen de Fomento a la Generación Distribuida de Energía Renovable Integrada a la Red Eléctrica”. El avance de la generación distribuida mediante fuentes renovables, especialmente solar fotovoltaica, es un paso importante en la transición energética de Argentina hacia una matriz más limpia, económica y segura.
In recent years, renewable energies have had a progressive role in the generation of electricity in the world motivated, among other causes, by the growing awareness of the irreversibility of climate change caused by greenhouse gas emissions. Photovoltaic solar energy, centralized or distributed, stands out globally for its rapid growth, its multiple applications due to its modularity, and for having reached competitive costs with conventional electricity. Given the large territorial extension of Argentina and the electricity consumption concentrated in urban centers, the massive use of photovoltaic distributed generation will contribute to the efficient use of energy and to reduce the use of fossil fuels. This article presents the development status of distributed photovoltaic generation in the country, in terms of legislation, regulations, technical standards and installed power, both at the level of the National State and the Provincial States. The cases of the most important provinces in the mentioned application segment and the Law 27424/17, "Promotion Regime of Distributed Generation of Renewable Energy Integrated to the Electric Network", are analyzed. The advancement of distributed generation through renewable sources, especially photovoltaic solar energy, is an important step in Argentina's energy transition towards a cleaner, cheaper and safer matrix.
